The Times Union reported that Troy’s Planning Commission had put off the state-required environmental review of the 1 Monument Square project until developers Kirchhoff Companies and Sequence Development completed their site plan, which Chairwoman Barbara Nelson called “in flux.” The project had shrunk from two buildings to one, and its market-rate apartments from 100 to about 85. Among the changes the commission wanted, the entrance to the Troy Waterfront Farmers Market portion of the building needed more emphasis, along with the building’s connection to Broadway. The commission also raised fire access, the use of Front Street, parking, public space and building materials.
“A grander entrance is warranted at this termination of Broadway.”
