The Times Union reported that the proposed $24.3 million mixed-use project at 1 Monument Square would go ahead without TWFM as a tenant, and that the Troy Public Library had emerged in preliminary talks as a possible replacement. The plan’s shrinking from two buildings to one played a role in the market’s decision; board chairman Seth Jacobs said the changes reduced the market’s space while raising its cost, and Kirchhoff Companies CEO Joseph Kirchhoff said the market’s need for possible future expansion couldn’t be accommodated. The market would continue in the Troy Atrium from November through April and outdoors downtown the rest of the year. Russ Brooks of the critics’ group We Care About the Square called the withdrawal “not unexpected,” and Kirchhoff’s Jeff Kane said the project should keep the $1.5 million state grant that would have helped the market, because it was for job creation.

“Changes to the scope of the One Monument Square project greatly reduced the footprint the Troy Waterfront Farmers’ Market would have occupied while increasing the cost to the market …”

— Seth Jacobs, chairman of the market’s board, in the Times Union
